heka v0.10.0.b0 Release Notes

🚀 First beta release of Heka version 0.10.0. This features a complete overhaul of the filter and output plugin APIs, along with a temporary transitional API for both plugin types to ease the migration process.
🔌 The new APIs simplify plugin implementations, and allow Heka to support disk buffering for all filter and output plugins. Details on the many additional features and fixes are available in the changelog.
